Emmanuel Mugisha Muvunyi is currently the Executive Secretary of the Rwanda Media Commission (RMC) and a leading voice in media governance, ethical journalism, and science communication. A lawyer by training with a Master’s in International Relations and Diplomacy, he has led national media reforms, capacity-building programs, and multi-sector initiatives spanning ag-biotech, One Health, climate finance, and digital transformation. He advances press freedom, professional standards, and information integrity through policy design, institutional strengthening, and large-scale capacity building for journalists, influencers, lawyers, youth, and women.
Previously, Emmanuel was Director of Professionalism & Media Development and Acting Executive Secretary at the Media High Council, where he helped drive the 2011–2013 media reforms, developed sector policies and regulations, and delivered a five-year capacity-building plan and gender mainstreaming strategy. As Director for Regulation & Standards at the Rwanda Housing Authority, he coordinated the Rwanda Building Code and Urban Planning Code. His portfolio includes launching the Pre-COP27 Africa Media Conference in Kigali and spearheading environment and climate change literacy for media.
Emmanuel’s diverse roles and memberships include Executive Board Member of the Alliance for Science Rwanda; Founding shareholder and Board Member of the Avocado Society of Rwanda; Permanent Committee Member and Awards Judge of Open Forum on Agricultural Biotechnology (Rwanda); Judge for Excellence in Science Journalism, National Steering Committee Member of a UNDP Rwanda program; Cofounder/ Board Member of Network of Independent Media Councils of Africa; Founding Treasurer of East Africa Press Councils Association and Anchor Partner Power Shift Africa (Rwanda).
